Lack of NGO participation in the consideration of the Government report
Montenegro’s report on the implementation of the International Covenant on Civil and Political Rights was discussed at the 112th session of the Human Rights Committee, held from 7 to 31 October. On that occasion, the Committee assessed that the participation of the NGO sector in the preparation of alternative reports on the implementation of the Pact, which in the case of Montenegro was limited, is crucial for effective evaluation of compliance with the Covenant.
In its concluding remarks and recommendations, the Committee emphasizes the importance of further strengthening the capacity of the Office of the Ombudsman in Montenegro, as well as addressing discrimination against members of the RE population, hate speech against LGBT people, and regional cooperation in combating trafficking and legal restrictions on strikes.
