Montenegro is defined by the Constitution as a civil, democratic, environmental and social justice state, based on the rule of law. Affirmation of the principle of equality before the law, as one of the fundamental postulates of the rule of law and the rule of law, is the primary task of the Department of the Rule of Law.
CEDEM is the first non-governmental organization in Montenegro to organize seminars on international and legal standards of the European Union. From 1999 until today, over 900 lawyers, judges, prosecutors and other civil servants have participated in our training programs. The Rule of Law Department prepares draft laws and proposals for amendments to the law; organizes round tables and seminars for representatives of judicial bodies; monitors court proceedings; prepares, publishes and distributes professional publications, which has the ultimate goal of promoting a responsible, professional, efficient and transparent judiciary in Montenegro.
