In Montenegro, a legislative and institutional framework for the social inclusion of the RE population has been established. However, although the services of the Employment Service are available to all beneficiaries, in practice there is insufficient information of this population about their rights. Also, the high unemployment rate of these persons indicates that the opportunities provided for their employment are not sufficiently used.
The inclusion of socially vulnerable groups in the labor market is recognized as a priority in all strategic documents dealing with employment and social inclusion. Cooperation between the centers for social work and the Employment Bureau, ie local employment bureaus, which especially refers to the exchange of data between the centers for social work and the Employment Bureau and with the aim of implementing an individual activation plan, is recognized as one of the priority measures. social inclusion of the RE population in several strategic documents. One of the preconditions for improving cooperation between local labor offices and centers for social work is further decentralization in the provision of services in the field of social and child protection. In addition, it is necessary to develop measures aimed at activating able-bodied beneficiaries of social protection rights.
One of the conclusions of this publication is a measure that should be given special attention – raising self-confidence of members of the RE population, to encourage them to be actively involved in addressing issues related to their inclusion in the labor market, as well as providing measures to encourage self-employment. faces. One of the models that would enable efficient inclusion in the labor market of the RE population is the development of social entrepreneurship, which is mentioned in several strategic documents, as one of the goals. However, so far no more concrete measures have been taken to create conditions for the effective functioning of social enterprises.
