Skopje Regional Conference: Security Transitions in the Western Balkans
Regional Conference on Security Transition in the Western Balkans – From Conflict Zone to Security Community? brought together in Skopje independent research centers from Macedonia, Albania, Serbia, Bosnia and Herzegovina, Kosovo, Montenegro and Croatia.
The success of police co-operation in the Western Balkans and the view of regional security co-operation from the perspective of diplomats, soldiers and academics were the topics of a regional conference organized by the Belgrade Center for Security Policy and Skopje-based Analytics.
During the discussion on the success of police cooperation in the Western Balkans, it was stated that international actors play a positive role, but that it is also important that there are internal factors that drive cooperation. It was pointed out that common problems, such as transnational crime, require common solutions, ie. cooperation. Also, the panelists pointed out that it is impossible to think about national security without thinking about regional security.
The greatest success of regional security cooperation is the fact that the possibility of new armed conflicts is practically non-existent, but the question remains whether regional cooperation is self-sustainable and will survive when there is no more external pressure (EU conditionality).
The panel discussion was based on original empirical findings from the joint research project “Security Transitions in the Western Balkans – From Conflict Zone to Security Community?”, Funded by the Norwegian Institute of International Relations (NUPI).
