Judicial reform: Improving the capacity of civil society organizations to contribute to the integrity of the judiciary

In cooperation with the Center for Monitoring and Research (CeMi), a project entitled “Judicial Reform: Upgrading CSO’s Capacities to Contribute to the Integrity of Judiciary” is being implemented.

The overall goal of the project is to contribute to achieving a higher level of rule of law in Montenegro, which will be reflected in assessing and increasing the level of professionalism, responsibility, efficiency and integrity of the judiciary by establishing closer cooperation and more efficient mechanisms between civil society organizations and judicial institutions. The specific objective of this project is to improve the capacity of local organizations and greater involvement of civil society in the reforms of the judicial system of Montenegro, as well as negotiations on Chapter 23 (judiciary and basic human rights).

The project also envisions monitoring the most important court cases in Montenegro, including the implementation of new institutes such as a plea agreement and deferred prosecution. These activities will be followed by the issuance of regular, annual reports (2 in total) on the main findings and recommendations we came to through monitoring the trial. The project undertakes to organize two national conferences (one per year) at which the main participants in national justice, international partners and civil society organizations will be presented with annual reports on trial monitoring.

As one of the most important activities, we emphasize the regular monitoring of the media in Montenegro and the preparation of annual reports on media behavior in connection with court proceedings in Montenegro. The mentioned reports, observations and main results will be presented to media representatives and other relevant participants.
