Comments on the first report on the implementation of the Action Plan for Chapter 23
The Chapter 23 Coalition Monitoring Coalition has prepared comments on the Government’s first report on the implementation of the measures in the Chapter 23 Action Plan: Justice, Anti-Corruption and Fundamental Rights.
The general assessment is that there is continuity in the implementation of the Action Plan, but that the measures are not sufficiently harmonized with other strategic documents, as well as that in some segments there are no measurable data on which to assess the impact of measures. The coalition is part of the EU-funded “Let’s Make the Negotiation Process Public” project, through the EU Delegation to Montenegro.
