Scope of internal mechanisms in the fight against corruption in the police in Montenegro
This paper attempts to address the key challenges in the field of internal control of the police in Montenegro, with a special focus on anti-corruption activities. After conducting a survey on the responsibility of police officers in the field of corruption in the police, in December 2013, we decided to put more focus on this separate segment of control over police work, but also the entire anti-corruption institutional chain.
Bearing in mind that the commitment of the “leading staff”, primarily the Minister of the Interior and his closest associates, has led to progress in this area, we will try to acquaint the interested public with the perspective from the civil sector on key challenges and burning issues.
First, the paper will provide an overview of the existing legal and institutional framework. Second, we will present key data relevant to internal mechanisms for the period 2010-2013. and the challenges these mechanisms face, as well as their interrelationships. Third, we will present the Government’s measures envisaged by the Action Plan for Negotiating Chapter 23. Judiciary and Fundamental Rights. Finally, this paper contains recommendations addressed to the Government, ie the Ministry of the Interior and the Police Directorate.
