Strengthening the institutional capacity of the Ombudsman to oversee the security sector

The project “Strengthening the institutional capacity of the Ombudsman in Montenegro to oversee the security sector” was created to contribute to strengthening the rule of law and human rights in the security sector, with special emphasis on strengthening the institutional capacity of the Ombudsman in overseeing the security sector. The project is being implemented in cooperation with the Ombudsman Institution, and the project is supported by the Embassy of the Federal Republic of Germany in Montenegro.
Key project activities include: signing a Memorandum of Cooperation between CEDEM and the Ombudsman, initial meetings with representatives of all relevant security sector institutions (MIA, MoD, ANB, MoJ, Army), conducting a focus group with Ombudsman staff to map key issues and based on the Needs Assessment, organized trainings for training employees in conducting research and supervision over any type of abuse. In addition, the Project envisages writing two analyzes: i) Analysis of internal regulations in the Police and the Army, ii) Comparative analysis of different models of the Ombudsman and the ways in which they supervise the security sector. In the end, a conference will be organized where the results of the project will be presented.
