On the occasion of the International Migrants Day, which is being celebrated around the world today, CEDEM publishes an Analysis of Montenegrin legal and practical aspects of effective alternative measures to detention in the context of migration.


For a clearer view of the current situation, and in order to further affirm the application of alternative measures, the analysis is aimed at recognizing the current features of the systemic response to irregular migration through the prism of alternative (milder) measures and defining recommendations for improving them.

The publication was created in cooperation with the project “Effective Alternatives to Detention in the Context of Migration: Exchange of Experiences and Enforcement” implemented by the Council of Europe, and can be downloaded here.
