
Analysis of internal regulations and operational guidelines for further work of security sector institutions in the context of human rights protection
The Center for Democracy and Human Rights – CEDEM, in cooperation with the Ombudsman Institution, is implementing the project “Strengthening the Institutional Capacities of the Ombudsman for Supervision of the Security Sector”, which is financially supported by the Embassy of the Federal Republic of Germany in Montenegro.
The project aims to contribute to strengthening the rule of law and human rights in the security sector, with special emphasis on strengthening the Ombudsman’s capacity in overseeing the security sector, in terms of violations of human rights and freedoms, and monitoring the work of security and defense institutions.
The project envisages the preparation of two analyzes: 1) Analysis of internal regulations and operational guidelines for further work of security sector institutions and 2) Comparative study of Ombudsman institutions from European Union countries.
The analysis of internal regulations and operational guidelines for further work of security sector institutions in the context of human rights protection aims to identify potential gaps in the regulatory framework and work of the security sector, which may lead to potential illegal actions. The analysis provides a comprehensive overview of the normative framework, the general situation in the institutions of the security sector, an overview of reports and recommendations of relevant international organizations, and a set of recommendations for improving the efficiency of these institutions.
