METHODOLOGY FOR MEDIA MONITORING DEVELOPED

To ensure a structured and thorough approach to assessing the accuracy and ethics of media reporting on human rights violations in Montenegro, media expert Duško Vuković has been engaged to develop a methodology tailored to the specificities of the Montenegrin media landscape.

🔎 An analysis of the media scene has shown that Montenegro’s media space is fragmented and politically polarized, with outlets often aligning with political interests and operating within complex ownership structures. For this reason, the methodology is designed to:

✔ Categorize media based on ownership, editorial policy, and history of reporting on human rights.
✔ Identify patterns of bias, misinformation, and ethical violations by analyzing past controversial cases.
✔ Define objective indicators for assessing reporting quality, including fact-checking, the use of credible sources, and coverage of vulnerable groups.

Special attention is given to challenges such as:

  • Disinformation campaigns and selective reporting,
  • Legal pressures on investigative journalists,
  • Issues of self-censorship and inconsistent application of media regulations.

This methodology will serve as the foundation for an annual media monitoring report, set to be completed by the end of the year. The monitoring team will use it to systematically track reporting on human rights, identify issues such as misinformation and biased reporting, and provide recommendations for improving journalistic standards.
