In recent years, Montenegro has faced a visible trend of increasing presence of hate speech. During 2020, freedom of expression was threatened by the authorities in connection with the COVID-19 crisis and election campaigns. Namely, a number of steps were taken that seriously violated the right to privacy and freedom of expression. In the first wave of the virus, the government took repressive steps to punish “misinformation” about the virus, adopting measures to combat a pandemic they consider “fake news”. Due to the growing power of right-wing political parties, ethnic tensions are rising, especially among young people, while hate speech […]
The progress made in the field of protection of minority peoples and other minority national communities in the normative sense has been recognized through a number of national and international reports, as well as through CEDEM reports on conducted research. Despite the results achieved, the implementation of bylaws and existing institutional mechanisms needs to be increased. Given the period since their adoption, it is necessary to approach a more efficient monitoring system that would lead to better implementation of these regulations, ie that would contribute to further realization of guaranteed rights and continuous raising of awareness of their rights, respect […]

Siniša Bjeković
Zaštitnik ljudskih prava i sloboda Crne Gore

Sudija Vrhovnog suda Crne Gore

. Nezavisnost i odgovornost idu jedno uz drugo
