This work was created as a product of the six-month program &#8220;TRAIN 2014&#8221; (Providing Research and Advice through Interaction and Networking).<\/p>\n\n\n\n<p>This program is supported by the Ministry of Foreign Affairs of the Federal Republic of Germany (through the Stability Pact for Southeast Europe) and implemented by the German Council on Foreign Relations (DGAP). Corruption poses a threat to the stabilization of democratic institutions and the rule of law.
