Codes of ethics are established as codifications, ie collections of rules of conduct and behavior that are acceptable from the point of view of ethical and moral norms of the community, ie one profession. Adherence to the rules unified by the Code of Ethics ensures uniform, legal, professional and socially acceptable behavior, ie professional conduct in accordance with ethical standards. Acceptance of professional and ethical behavior goes a step further than the application of regulations in the direction of accepting moral standards of good behavior.<\/p>\n\n\n\n<p><br>The Guidelines, as an integral part of the Code, contain interpretations and comments that contribute to the proper application of the Code. At the same time, the Guidelines are based on relevant domestic and international regulations and documents, in particular the European Prison Rules and the Guidelines on Council of Europe Recommendations on the Conduct of Prison Staff, which provide a framework for prison services and promote humane conditions and positive treatment in modern and progressive legal systems. . The very need to develop guidelines stems from the fact that codes of ethics are not classic regulations and articulate the values \u200b\u200band principles that civil servants should adhere to when faced with certain professional dilemmas. As such, the guidelines are a \u201cliving\u201d document that will be continuously updated, based on practical experience.<\/p>\n\n\n\n<p>The guidelines were prepared within the project: &#8220;Support to the efficient management of the mechanism of criminal sanctions in Montenegro&#8221;, which is being implemented in cooperation with the Institute for the Execution of Criminal Sanctions, with the support of the Ministry of Justice of Montenegro.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>CEDEM has published the publication &#8220;Guidelines for the Application of Ethical Standards for Prison Officers&#8221;.
