The Center for Democracy and Human Rights (CEDEM)<\/strong> organised a three-day Capacity-Building Academy<\/strong> from 9 to 11 September 2026<\/strong> at the \u201cRadosav Ljumovi\u0107\u201d Public Library in Podgorica, as part of the regional ROOT WB<\/strong> project.<\/p>\n\n\n\n

The Academy brought together young participants from different parts of Montenegro<\/strong>, who, over the course of three days, enhanced their knowledge and skills in the areas of European integration, democratic participation, civic engagement, advocacy, media literacy, and the development of local initiatives through lectures, interactive workshops, discussions, and teamwork.<\/p>\n\n\n\n

A particular focus of the programme was on connecting theoretical knowledge with the practical challenges young people face in their communities. Participants had the opportunity to identify issues at the local level, analyse the needs of their communities and, through teamwork, develop concrete ideas and initiatives aimed at addressing them.<\/p>\n\n\n\n

Day One \u2013 EU Values, Opportunities for Young People and Local Initiatives<\/h2>\n\n\n\n

The first day of the Academy was dedicated to introducing the programme, European values, and active citizenship.<\/p>\n\n\n\n

The programme was enriched by representatives of the National Erasmus+ Office<\/strong>, who presented the opportunities that the Erasmus+ programme offers to young people and youth organisations, including opportunities for mobility, international cooperation, and capacity building.<\/p>\n\n\n\n

In addition to the presentation of the programme itself, an Erasmus+ programme participant<\/strong> shared her personal experience with the group, giving participants an opportunity to hear first-hand what taking part in the programme looks like, what benefits it can offer young people, and how they can make use of the opportunities available to them.<\/p>\n\n\n\n

During the first day, participants also explored European values, human rights, and the principles of inclusion. Through case studies, they then mapped and analysed examples of local initiatives from Montenegro and the Western Balkans<\/strong> and presented their conclusions to the rest of the group.<\/p>\n\n\n

Day Two \u2013 Democratic Participation, EU Integration and Youth Advocacy<\/h2>\n\n\n\n

The second day of the Academy focused on democratic participation, European integration, civic engagement, and youth advocacy.<\/p>\n\n\n\n

A particularly valuable contribution to the programme was made by Predrag Zenovi\u0107, Montenegro\u2019s Chief Negotiator with the European Union<\/strong>, who, on behalf of the Ministry of European Affairs<\/strong>, discussed Montenegro\u2019s EU accession process, key steps on its European path, and the prospects for EU membership with the participants. Through direct dialogue, participants had the opportunity to ask questions and gain a deeper understanding of the European integration process.<\/p>\n\n\n\n

Throughout the remainder of the programme, participants explored examples of civic engagement and youth advocacy in the Western Balkans and gained practical experience of participatory decision-making through a Citizens\u2019 Assembly simulation<\/strong>. Through group work and a Community Needs Assessment, participants then identified specific needs and challenges within their communities and began transforming them into realistic and achievable local initiatives.<\/p>\n\n\n

Day Three \u2013 Digital Communication, the EU and Concrete Solutions for Local Communities<\/h2>\n\n\n\n

The third day of the Academy focused on young people and European integration, digital communication, and opportunities for active civic and democratic participation.<\/p>\n\n\n\n

The programme was joined by Dado Dervanovi\u0107 from the European House<\/strong>, who spoke with participants about the European Union and the opportunities available to young people, with particular emphasis on ways in which they can actively engage in initiatives and processes related to the European Union.<\/p>\n\n\n\n

During the day, participants also explored the impact of digital tools, social media, and online communication on civic participation<\/strong>, responsible communication and the identification of disinformation, as well as youth democratic participation and the role of the European Parliament in decision-making processes.<\/p>\n\n\n\n

The final part of the Academy was dedicated to practical work. Building on the needs they had previously identified within their communities, participants worked in groups to design concrete local solutions based on the principles of democracy, participation, inclusion, and responsible action<\/strong>, after which they presented their final ideas to the rest of the group.<\/p>\n\n\n\n

Throughout all three days, Ivana Sre\u0107kovi\u0107, the Academy\u2019s local trainer<\/strong>, worked closely with the participants, while CEDEM, in addition to organising the programme, also contributed to its implementation through the co-trainer engagement of Ivona Perazi\u0107<\/strong>.<\/p>\n\n\n\n

The Capacity-Building Academy provided a space not only for acquiring new knowledge, but also for its practical application, the exchange of experiences, networking among young people, and the development of ideas that can contribute to their more active involvement in social and democratic processes.<\/p>\n\n\n\n

Through the programme, participants gained practical tools for identifying challenges in their local communities, developing concrete solutions, and communicating and cooperating more effectively with institutions<\/strong>.<\/p>\n\n\n
