More than half of citizens cite political patronage in employment as their main concern, nearly 40 percent perceive the Government as unstable, while a majority express dissatisfaction with their standard of living.<\/p>\n\n\n\n<p>These findings were presented at a press conference unveiling the results of the research&nbsp;<strong>\u201cPolitical Public Opinion in Montenegro, 2025.\u201d<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-gallery aligncenter has-nested-images columns-default is-cropped wp-block-gallery-1 is-layout-flex Vuksanovi\u0107<\/strong>, Director of CEDEM, stated that the survey was conducted on a representative sample of approximately&nbsp;<strong>1,006 respondents<\/strong>, during the period&nbsp;<strong>from September 25 to October 6, 2025<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWhen asked whether Montenegro is moving in the right or wrong direction, 36 percent of citizens believe the country is on the right path, while a larger share\u201438 percent\u2014think it is moving in the wrong direction. Trends indicate that in May 2023, 38.1 percent of citizens said the country was on the right track, while the previous year that figure stood at 34.6 percent,\u201d Vuksanovi\u0107 noted.<\/p>\n<\/blockquote>\n\n\n\n<p>She pointed out that&nbsp;<strong>over 40 percent<\/strong>&nbsp;of citizens expressed dissatisfaction with the Government\u2019s performance, while&nbsp;<strong>fewer than 40 percent<\/strong>&nbsp;considered its work satisfactory.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe results show that citizens generally do not rate politicians highly\u2014none of the surveyed political figures received an average score above 3 on a scale of 1 to 5. The highest ratings were given to: Milojko Spaji\u0107 (2.56), Jakov Milatovi\u0107 (2.49), Milan Kne\u017eevi\u0107 (2.39), Milo \u0110ukanovi\u0107 (2.37), Danijel \u017divkovi\u0107 (2.26), Andrija Mandi\u0107 (2.18), Aleksa Be\u010di\u0107 (2.13), and Dritan Abazovi\u0107 (2.03),\u201d said Vuksanovi\u0107.<\/p>\n<\/blockquote>\n\n\n\n<p>She added that these politicians also received a significant number of low ratings when the share of the highest scores was analyzed.<\/p>\n\n\n\n<p>Vuksanovi\u0107 explained that CEDEM compared these results with the previous year\u2019s measurements to identify changes in perception.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe can see comparative data, along with percentage differences showing who\u2019s gained or lost support. Milo \u0110ukanovi\u0107\u2019s score rose by about 2.2%, Milan Kne\u017eevi\u0107\u2019s fell by 3.6%, Danijel \u017divkovi\u0107\u2019s by 1.2%, Milojko Spaji\u0107\u2019s by 7.1%, Jakov Milatovi\u0107\u2019s by 9%, Aleksa Be\u010di\u0107\u2019s by 2%, and Dritan Abazovi\u0107\u2019s by 1.0%,\u201d she said.<\/p>\n<\/blockquote>\n\n\n\n<p>Presenting data on&nbsp;<strong>trust in institutions<\/strong>, Vuksanovi\u0107 noted that citizens express the highest confidence in the&nbsp;<strong>education and healthcare systems<\/strong>, while&nbsp;<strong>police, the judiciary, and the prosecution service<\/strong>&nbsp;are seeing a decline in trust.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe Serbian Orthodox Church has recorded a slight drop, while the Montenegrin Army has seen an increase in trust. Overall, the trends indicate a general decline in confidence toward state institutions, with education and healthcare remaining stable or slightly improving,\u201d Vuksanovi\u0107 stated.<\/p>\n<\/blockquote>\n\n\n\n<p>According to her,&nbsp;<strong>36 percent<\/strong>&nbsp;of citizens believe that&nbsp;<strong>increases in salaries and pensions<\/strong>&nbsp;have had a positive effect on living standards, while&nbsp;<strong>30 percent<\/strong>&nbsp;think that&nbsp;<strong>rising prices have offset these gains<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cAbout 25 percent of citizens believe their standard of living has worsened, while 8 percent gave no answer,\u201d she added.<\/p>\n<\/blockquote>\n\n\n\n<p>Citizens expressed the highest confidence in the&nbsp;<strong>Ministry of Health<\/strong>&nbsp;and the&nbsp;<strong>Ministry of Education, Science, and Innovation<\/strong>, while other ministries received lower ratings.<\/p>\n\n\n\n<p>In a&nbsp;<strong>hypothetical parliamentary election<\/strong>, citizens would vote as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>DPS \u2013 25.8%<\/li>\n\n\n\n<li>\u201cFor the Future of Montenegro\u201d \u2013 23.5%<\/li>\n\n\n\n<li>PES \u2013 20.3%<\/li>\n\n\n\n<li>Democrats \u2013 8.2%<\/li>\n\n\n\n<li>Bosniak Party \u2013 5%<\/li>\n\n\n\n<li>Socialist People\u2019s Party (ES) \u2013 5%<\/li>\n\n\n\n<li>URA \u2013 3.6%<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe trends indicate a decline in support for PES (from 29% in 2023 to around 20% this year) and for the Democrats, while URA shows a modest increase compared to 2023,\u201d said Vuksanovi\u0107.<\/p>\n<\/blockquote>\n\n\n\n<p>She emphasized that citizens identify&nbsp;<strong>four main domestic political priorities<\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Improving the standard of living and creating new jobs (75.2%)<\/li>\n\n\n\n<li>Strengthening independent institutions (22.2%)<\/li>\n\n\n\n<li>Combating crime and corruption (13.3%)<\/li>\n\n\n\n<li>Addressing interethnic relations (14.6%)<\/li>\n<\/ol>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cAlmost half of citizens are primarily focused on living standards, while democracy ranks third and interethnic relations fourth,\u201d said Vuksanovi\u0107.<\/p>\n<\/blockquote>\n\n\n\n<p>She noted that during interviews, citizens&nbsp;<strong>most frequently called for higher salaries and pensions<\/strong>, while expressing concern about&nbsp;<strong>economic instability and rising prices<\/strong>, describing them as&nbsp;<strong>the main problems of everyday life<\/strong>.<\/p>\n\n\n\n<p>Among other priorities, citizens cited&nbsp;<strong>Montenegro\u2019s EU integration path<\/strong>,&nbsp;<strong>the fight against corruption and crime<\/strong>,&nbsp;<strong>job creation<\/strong>,&nbsp;<strong>improvement of interethnic relations<\/strong>,&nbsp;<strong>greater efficiency in the judiciary and prosecution<\/strong>,&nbsp;<strong>attracting foreign investment<\/strong>, and&nbsp;<strong>curbing political patronage in employment<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe standard of living remains the top concern, with inflation and price growth strongly correlated with citizens\u2019 demand for higher wages and pensions,\u201d Vuksanovi\u0107 added.<\/p>\n<\/blockquote>\n\n\n\n<p>While economic issues have traditionally dominated public discourse, the data now show that&nbsp;<strong>50.5 percent<\/strong>&nbsp;of citizens identify&nbsp;<strong>political patronage in employment<\/strong>&nbsp;as the leading societal issue\u2014emerging alongside&nbsp;<strong>economic instability<\/strong>&nbsp;and&nbsp;<strong>political revenge against dissenters<\/strong>&nbsp;as key public concerns.<\/p>\n\n\n\n<p>Asked to compare the current situation with the period when&nbsp;<strong>DPS<\/strong>&nbsp;was in power,<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>24.1% said it is \u201cmore or less the same,\u201d<\/li>\n\n\n\n<li>22.1% said it is \u201cslightly better,\u201d and<\/li>\n\n\n\n<li>18.9% said it is \u201csignificantly better\u201d than under the DPS government.<\/li>\n<\/ul>\n\n\n\n<p>The perception of&nbsp;<strong>Prime Minister Milojko Spaji\u0107\u2019s government stability<\/strong>&nbsp;is divided.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cOnly 29% consider the Government stable, 26.3% view it as unstable, 16.7% describe it as very unstable, and only 8% as very stable. About 20% could not provide an assessment. Overall, nearly 40% perceive the Government as unstable, while about 30% express positive views of its stability,\u201d she said.<\/p>\n<\/blockquote>\n\n\n\n<p>Regarding a&nbsp;<strong>potential government reshuffle<\/strong>,<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>37% of citizens have no opinion,<\/li>\n\n\n\n<li>35.9% support it, and<\/li>\n\n\n\n<li>27.2% oppose it.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cCitizens generally prefer stability over changes that do not include elections,\u201d Vuksanovi\u0107 explained, adding that&nbsp;<strong>most respondents do not wish for early elections<\/strong>.<\/p>\n<\/blockquote>\n\n\n\n<p>On the question of&nbsp;<strong>snap parliamentary elections<\/strong>, 35% believe they are necessary, 38% disagree, and 6% are undecided.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cCompared to last year, the data show a stable trend of disinterest and a lack of firmly formed opinions among citizens,\u201d she noted.<\/p>\n<\/blockquote>\n\n\n\n<p>The research also examined perceptions of&nbsp;<strong>external influence<\/strong>&nbsp;on Montenegrin politics.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cNearly 50% of citizens believe that the&nbsp;<strong>Serbian Orthodox Church<\/strong>&nbsp;exerts influence over political affairs, while 21.6% have no opinion. Regarding&nbsp;<strong>Serbia<\/strong>, 30% believe that its government has a strong influence, 28.7% think it does not, and 20.7% consider its influence exaggerated,\u201d said Vuksanovi\u0107.<\/p>\n<\/blockquote>\n\n\n\n<p>When it comes to&nbsp;<strong>historical interpretations<\/strong>, a majority (37.9%) recognize&nbsp;<strong>Partisans as anti-fascist fighters<\/strong>, while 30.6% expressed no opinion.<br>Other responses included: both sides were anti-fascists (14%), neither (8.8%), or Chetniks (8.7%).<\/p>\n\n\n\n<p>Citizens were also asked about the&nbsp;<strong>erection of a monument to Pavle \u0110uri\u0161i\u0107<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>nearly 40% oppose it,<\/li>\n\n\n\n<li>25.3% consider it unimportant,<\/li>\n\n\n\n<li>13.5% support it, and<\/li>\n\n\n\n<li>almost 22% have no opinion.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cMore than half did not assess the state\u2019s response; 27.3% opposed state involvement, while 20.4% supported it,\u201d she said.<\/p>\n<\/blockquote>\n\n\n\n<p><strong>Milena Ranitovi\u0107<\/strong>, CEDEM\u2019s project coordinator, presented data showing that&nbsp;<strong>71.3%<\/strong>&nbsp;of citizens support&nbsp;<strong>Montenegro\u2019s EU membership<\/strong>,&nbsp;<strong>17.5%<\/strong>&nbsp;oppose it, and&nbsp;<strong>11.3%<\/strong>&nbsp;are undecided.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cAmong those with a defined stance, as many as&nbsp;<strong>80.3%<\/strong>&nbsp;would vote in favor of EU membership if a referendum were held,\u201d Ranitovi\u0107 said.<\/p>\n<\/blockquote>\n\n\n\n<p>She added that&nbsp;<strong>March 2024<\/strong>&nbsp;recorded the highest level of EU support, but a&nbsp;<strong>decline of about 7%<\/strong>&nbsp;has since been observed.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe causes of this decline are still under analysis, including changes in political approaches and global geopolitical dynamics,\u201d she explained.<\/p>\n<\/blockquote>\n\n\n\n<p>Regarding&nbsp;<strong>NATO membership<\/strong>, Ranitovi\u0107 reported that support currently stands at&nbsp;<strong>42%<\/strong>, down from&nbsp;<strong>49.5%<\/strong>&nbsp;the previous year.<br>The share of those opposing membership has risen from&nbsp;<strong>30.7%<\/strong>, reflecting&nbsp;<strong>increasing polarization<\/strong>&nbsp;between strong supporters and opponents of NATO membership.<\/p>\n\n\n\n<p>When discussing&nbsp;<strong>foreign policy orientation<\/strong>, most respondents still believe Montenegro should rely primarily on the&nbsp;<strong>European Union<\/strong>, followed by&nbsp;<strong>Serbia<\/strong>, the&nbsp;<strong>United States<\/strong>,&nbsp;<strong>Russia<\/strong>, and&nbsp;<strong>China<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cOverall support for reliance on the EU stands at about&nbsp;<strong>40%<\/strong>, down by more than 10 percentage points compared to previous surveys.
