The progress made in the field of protection of minority peoples and other minority national communities in the normative sense has been recognized through a number of national and international reports, as well as through CEDEM conducted research. Despite the results achieved, the implementation of bylaws and existing institutional mechanisms still needs to be improved. Given the period since their adoption, it is necessary to adopt a more efficient monitoring system that would lead to better implementation of these regulations, i.e. that would contribute to further realization of guaranteed rights and continuous raising of awareness of the minority people and other minority national communities with regards: to their rights, to respect for human and minority rights, to prohibition of discrimination, as well as with to the application of case law of the European Court of Human Rights in this area. This is the backbone of the project<\/strong> “A more efficient monitoring system for better implementation of normative acts” whose purpose<\/strong> is to contribute to the fulfillment of obligations arising from the process of Montenegro’s accession to the EU, as well as from the Framework Convention for the Protection of National Minorities through which Montenegro has committed itself to improve the current state of affairs and the status of minorities in accordance with the articles of this Convention.<\/p>\n\n\n\n

In this regard, the overall goal<\/strong> of the project is to contribute to full equality by encouraging and promoting the protection of persons belonging to minorities and other minority national communities, through achieving specific goals<\/strong> aimed at improvement of a effective system of monitoring of the application of international and national regulations and raising awareness and understanding of rights of minority peoples and other minority national communities by encouraging the affirmation of the values \u200b\u200bof a pluralistic and open Montenegrin society.<\/p>\n\n\n\n

In accordance with the stated goals, the activities<\/strong> of the project are related to analyzing and monitoring the implementation of bylaws and institutional mechanisms, as well as conducting comprehensive quantitative and qualitative research on identification of factors of the socio-economic status and socio-economic deprivation of minority peoples and other minority national communities. In addition, due to insufficient information on guaranteed rights, respect for human and minority rights, prohibition of discrimination, as well as on the application of the case law of the European Court of Human Rights, an event “Let’s discuss the exercise of fundamental rights and its legal protection” will be organized to provide information and understanding of the existing legislation, while during the project implementation additional attention will be paid to raising awareness on the exercise of rights and legal mechanisms for the protection of persons belonging to minorities through the production of videos. All publications will be translated into Albanian, with the aim of providing new publications in this field in minority languages.<\/p>\n\n\n\n

The expected project outcomes<\/strong> are the establishment of a more efficient system for monitoring the exercise of the rights of minority peoples and other minority national communities in Montenegro and raising of the awareness of minority peoples about their status, and about rights and obligations in accordance with international standards and positive Montenegrin law.<\/p>\n\n\n\n

The project lasts 12 months, and the total budget is 14,207.25 euros. The project is supported by the Ministry of Justice, Human and Minority Rights.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"
