Although Montenegro has not yet received an invitation to join, our country is widely debating whether the decision to join this community should be made in a referendum or in Parliament.<\/p>\n\n\n\n<p>One thing is for sure, the opinion of the citizens cannot be ignored in any case. This position is additionally effective if we keep in mind the messages of NATO leaders that the call will not follow until &#8220;stable&#8221; support of the citizens is provided.
