This project aims to contribute to the establishment of the rule of law in Montenegro and therefore bringing the country closer to NATO and the European Union membership. Seminars are implemented within the multi-year program developed by CEDEM and the AIRE Centre from London, with the aim to contribute to the harmonization of Montenegrin legislation and practice with the standards of the European Convention on Human Rights and Fundamental Freedoms and jurisprudence of the European Court of Human Rights. The program has so far been attended by over 1000 representatives of judiciary, public administration, lawyers, media and civil society organizations.
This year's seminars will be linked to the key challenges in the implementation of the criminal legislation, focusing on the new instruments of the Criminal Procedure Code and the confiscation of proceeds of crime. The project is supported by the German Foundation Konrad Adenauer through the Rule of Law Program South East Europe.
