Rule of Law

Montenegro is a civil, democratic, ecological and social justice state, based on the rule of law (Article 1, Constitution of Montenegro). The affirmation of the principle of equality before the law, as one of the fundamental postulates of the rule of law, is the primary function of Rule of Law Department.

CEDEM was the first NGO in Montenegro to organize seminars on international and European Union legal standards. Over 900 lawyers, judges, prosecutors and other civil servants have participated in our training programs since 1999. The Rule of Law Department prepares draft laws and draft amendments to the law; organizes round tables and seminars for representatives of judicial bodies; performs monitoring of court proceedings; and prepares, publishes and distributes publications with the ultimate goal to encourage a responsible, professional, efficient and transparent judiciary in Montenegro.

Center for Democracy and Human Rights - CEDEM invites all interested citizens from the territory of the Municipality of Niksic to participate in the Info Session on the Ethical Code of Journalists of Montenegro, which will be held on April 20th at 12 p.m. in the hotel Onogošt.

The purpose of the info session is to inform citizens about the project and promote the Ethical Code of Journalists of Montenegro in order to inform about the key principles to be respected when publishing media content.

This event will also be an opportunity for citizens, in addition to getting acquainted with ethical standards in the media, to inform in which ways the regulatory bodies can use and how to protect their rights.

In addition to the representatives of TV PRVA and CEDEM, the session will be attended by attorney Vesna Cimbaljevic, who will introduce citizens to the process of using their rights.

The Info session are organized within the project "Strengthening the role of the media in the promotion of criminal justice in Montenegro" and besides Nikšić, will be organized in Podgorica and Berane.


As part of the project "Strengthening the Role of the Media in the Advancement of Criminal Justice in Montenegro", TV Prva, in cooperation with CEDEM, begins broadcasting documentaries in order to raise public awareness of the functioning of criminal justice through the PROCESS series.

The project aims to contribute to enhancing the capacity of the media in Montenegro to report on criminal justice, by enhancing the quality and credibility of investigative journalism in this area.

"Going Home: A Domestic Violence Movie" illustrates what it is like to be a victim of domestic violence, the problems it encounters, and how relevant institutions and organizations respond to this task. The film deals with the functioning of the system, from the perspective of the victim, and how the police, the Center for Social Work and organizations dealing with domestic violence can help in this case.

The project "Strengthening the Role of the Media in Advancing Criminal Justice in Montenegro" is funded by the EU.
