Centre for Democracy and Human Rights (CEDEM) and Civic Alliance announced today in Podgorica the start of the implementation of the project Supporting Montenegrin Asylum and Migration System, which is supported by theGerman Embassy in Montenegro, through the Stability Pact for South Eastern Europe.
Security and Defense
Security is one of the most important preconditions for the realization of democracy, rule of law and human rights. CEDEM deals with monitoring of security sector reform as well as international and regional security dynamics, with special focus on Montenegro. Based on research findings, CEDEM publishes analysis and recommendations entitled to lawmakers, government officials, representatives of the security institutions, civil society, etc…
Within this Department, CEDEM has implemented two regional project "Civil Society Capacity Building for Mapping and Monitoring Security Sector Reform in the Western Balkans 2008-2011", which results are publications and reports in various areas of security sector reform (transparency, democratic control and oversight, representation, etc.). CEDEM has become one of the seven members of a regional consortium of independent research centers in Western Balkans. With cooperation of Norwegian Institute of International Affairs (NUPI) from Oslo, CEDEM is implementing the second research project with this regional consortium: "To what extent is security community being built in the Western Balkans?"

CEDEM's researcher, Emir Kalač, has contributed to the conference "Cooperation between State and Non-state Actors in the Implementation of UN Resolution 1325" organized by the Institute for Public Policy, in cooperation with the Committee for Gender Equality of the Parliament of Montenegro, Ministry of Internal Affairs, Ministry of Human and Minority Rights, WPON - Women Police Officers Network in South East Europe, with the support of the OSCE Mission and UNDP in Montenegro.

With the support of the German Embassy in Montenegro, CEDEM started the implementation of the project Supporting Montenegrin Asylum and Illegal Migrations System. The project aims to improved protection of human rights of asylum seekers and migrants, as well as to contribute to development of integration policies of Montenegro and fulfillment of EU membership criteria.
